In general, all requirements must be completed after you’ve started the badge. Even if you’ve already done 30 hours of community service in your life, you’ll have to do another 30 to earn the Community Service Badge.
With that said, some requirements are of the “one and done” variety (e.g. getting a motorcycle license, building a chicken coop, starting a business, etc.). For those types of requirements, if you’ve already done them, feel free to mark them as entirely complete, or complete the part of the requirement you haven’t done and/or that you can still do (e.g., even if you’ve already built a chicken coop, you still have to harvest the eggs; even if you’ve already started a business, you still have to get to the point where you’re making $1,000 a month on it.) If you’re not sure whether one or more of a badge’s requirements that you’ve already done prior to beginning the badge must be competed again, use your best judgement and follow your conscience. When in doubt, we again strongly suggest erring on the side of doing too much, rather than doing too little, and doing the requirement again, especially if it’s been awhile since you did it. This is The Strenuous Life after all! Skills and knowledge degrade over the years, so revisiting them acts as an important refresher. Finally, if you’ve already done most of a badge’s requirements, consider choosing another badge in order to give yourself a greater challenge.
